On behalf of County Executive Sara Innamorato, the first woman leader of Allegheny County, HR&A designed and implemented the largest, most inclusive community engagement initiative in County history and helped create an Action Plan to guide her administration.
Transition Committee
A committee of over 200 diverse community leaders, organizers, local employers, academics, and government experts led County Executive Innamorato’s transition. The committee was divided into policy committees that draw on a range of expertise from across the county.
Countywide Survey
Nearly 19,000 residents responded to the countywide survey, sharing the actions they would like County government to take on topics including housing affordability, infrastructure projects, neighborhood safety, small business support, reducing pollution, and supporting young people.
The survey was developed by the Transition Committee and translated into nine languages most commonly spoken in Allegheny County. Through intentional outreach, the Innamorato Administration reached all 130 municipalities in the County and heard from people of every race, ethnicity, age, and income level.

County Conversations
Over 650 residents joined five County Conversations, digging deeper into community priorities with County leaders.
Action Plan Workshops
Transition Committee members and County leaders participated in small-group discussions to translate community priorities into concrete actions for the County.
Action Plan
The Innamorato Administration laid out the 91 actions it will take over the next several years to deliver on the community priorities articulated in the survey findings and workshops held across the County.
This Action Plan was released on County Executive Innamorato’s 100th Day in Office, in mid-April 2024. Within six months, the County made progress on or completed 87% of actions listed in the Plan.
